The person in the image is Gerald Ford, the 38th President of the United States. The commemorative medal marks the moment he was sworn in as president on August 9, 1974, after the resignation of President Richard Nixon. 

Ford became president following Richard Nixon's resignation amid the Watergate scandal.

Ford was the first, and to date only, person to serve as both Vice President and President without being elected to either office. He had been appointed Vice President under the terms of the 25th Amendment after Spiro Agnew resigned in 1973. 

Gerald R. Ford became the first appointed Vice President to succeed to the Presidency when he was sworn in on August 9, 1974. He entered the nation's highest office with 25 years of experience as a congressman from Michigan. During that time, he gained respect as a hard-working representative who watched out for the interests of his home state while serving on the House Committee on Appropriations and on the House Defense Appropriations Subcommittee. In 1965 Ford achieved national fame when he became House minority leader and began to speak out on national affairs. On December 6, 1973 he was inaugurated to the Vice Presidency, after having been chosen to replace Spiro Agnew. During Congressional hearings, he had won new respect for his honesty and candor. Then, when Richard M. Nixon left office, Ford became the nation's 38th Presi-dent. In his inaugural address Ford told the American people "I am acutely aware that you have not elected me as your President by your ballots. So I ask you to confirm me as your President with your prayers." He also pledged that "Amer-ica will remain strong and united, but its strength will remain dedicated to the safety and sanity of the entire family of man. as well as to our own precious freedom."
