Kennedy. Johnson, a 55-year-old Texas Democrat, had been Vice President since 1961 after serving in Congress for 24 years. Upon assuming the office of Chief Executive, he pledged to continue the policies of his predecessor, and to work toward the goal of a Great Society. In 1964 he won a full term with a landslide victory. Since his days in the Senate, Johnson had been an active proponent of civil rights. On August 6, 1965 he signed the Voting Rights Act which outlawed practices denying minorities the vote. During 1965 and 1966 Johnson also approved other far-reaching social legislation designed to provide federal aid to education, medical care for the aged, and to improve living standards in Appalachia. During 1968 Americans became increasingly divided over the U.S. role in the Vietnam war. In March of that year, to promote national unity, Johnson announced that he would not run for reelection. This decision, and his halting of all U.S. attacks on North Vietnamese territory in November, led to the beginning of peace talks in Paris.
