His genius for organization helped develop the U.S. Army from an ill-prepared force of less than 200,000 in 1939 to a well-equipped and trained army of more than eight million by 1945. In December 1944 Marshall attained the highest military rank of general of the Army. When the war ended he resigned as chief of staff and served as President Truman's personal envoy to China. In January 1947 he became secretary of state, serving for two years as the first professional soldier to assume that Cabinet post. With the outbreak of the Korean War in 1950, Marshall served as secretary of defense until 1951.
